INTRODUCTION
As part of their ongoing regeneration strategy, South Tyneside Council as freehold owners are keen to enter into a Partnership with a company or individual with appropriate experience to facilitate a new leisure based development on this site to both compliment adjoining uses and further enhance the attractive and bustling seaside location.

 

THE LOCATION
Known across the globe as the finishing line for The Great North Run; South Shields, situated at the mouth of the River Tyne, is a popular seaside destination with its award winning sandy beaches (Littlehaven and Sandhaven) positioned on either side of the South pier.

The Council has already invested heavily in the area in recent times providing connectivity between Littlehaven and Sandhaven via the promenade, and improvements to the Seawall. The Council’s successful £16m Haven Point Leisure Centre is approximately 150m to the south west.

The beaches and outdoor activities are complimented by the Ocean Beach Amusement Park Westovians Theatre, Leisure Centre, pubs, restaurants and The Dunes Entertainment Centre creating a lively family destination for all seasons. The location attracts over 5.5 million visitors annually.

The Pier Watchman’s Building and Pier Head Yard fronts directly onto the South Pier and benefits from stunning panoramic views across to Littlehaven beach and the Tyne estuary.

 

THE PROPERTY
The Pier Watchman’s Building was previously used by the Port of Tyne to monitor activity on the Tyne and the pier. This function has now been replaced by modern technology and now other uses are being explored for the building and wider site.

The building itself is a substantial two storey brick built property with flat felt roof incorporating a small Lookout. In addition to the now ceased use by the Port of Tyne, the ground and 1st floor of the property has briefly been used as a restaurant.

The property includes a fenced yard to the rear, coloured blue on the plan.

In addition to the Pier Watchman’s Building there is an adjoining brownfield site which could be made available for a more comprehensive regeneration scheme. It should be noted that there will be a requirement to incorporate a separate compound of approximately 180 sq m within this land, with the exact location to be determined.

The council is prepared to consider all uses appropriate with the setting and location but has a strong preference for complimentary leisure or other such use which will enhance the attractiveness of the destination to visitors and local residents. It should be noted that a residential scheme is not envisaged.

ACCESS
Vehicular access for deliveries and servicing is available across the Pier Head Car Park

 

THE PROPOSITION
The Council’s preference is to encourage the comprehensive redevelopment of the combined sites in keeping with certain criteria including the use guidance outlined above.
Depending on the nature of the investment involved a range of leasehold structures may be available. The Council will retain the freehold interest.
The development proposals will be assessed on the merits of financial, aesthetic and regeneration outcomes.

Any development will require planning approval and although not exhaustive or necessarily prescriptive the Council’s requirements for the project to be delivered are that it will:-
• Reflect the design ambitions of the Council as demonstrated in recent foreshore developments including Haven Point and Littlehaven promenade.
• Provide an attractive frontage to South Pier and exploit the views across to Littlehaven Beach and the mouth of the Tyne
• Introduce a use or uses to the foreshore that expands the offer and help generate interest and footfall
• Respect adjoining users (particularly with consideration to any noise issues to the adjacent chalet occupants).

 

EXPRESSIONS OF INTEREST
All proposals are to be submitted to the agents prior to 2nd November 2020.
Proposals will include
• Resume (CV) for the interested party detailing previous experience and projects already delivered.
• Brief summary of proposals for the site including Business Plans, Sketch layout plans and illustrations.
• Financial Proposal – indication of lease terms required including length of term, rent payments etc.
• Any further conditions or assumptions that form part of the submission
It is anticipated that a shortlist will then be selected and further interviews will be held before passing a recommendation to the Council.
